    Dalai Lama has repeatedly said he wants autonomy, not independence of Tibet, when will he be back to China?

    Tibet is an inseparable part of China, which is an unchangeable historical fact as well as international consensus. If Dalai Lama truly wants to improve the relationship with the central government, he should take a comprehensive and objective view on the facts, truly give up his proposition of "Tibet independence", stop all separatist activities, and publicly recognize that Tibet is an inalienable part of China and so is Taiwan, and the People's Republic of China is the sole legal government representing whole China. With this prerequisite, the Central Government may contact Dalai Lama and talk with him on the question of his future. We hope Dalai Lama could make valid judgment on the situation and make some contribution to national unification in the rest of his life.

    What is the  Chinese government's policy on Tibet? Is "one country two systems" policy practicable in Tibet? Could the "a high degree of autonomy" proposition advocated by Dalai be adopted in Tibet? Is it possible to decide the future status of Tibet through a referendum?

     China is a multi-ethnic country where  the Regional Ethnic Autonomy is a fundamental political system. Since the founding of Tibet Autonomous Region, 40 years of practice has proved that this system is fully suitable for the factual situation of Tibet.  The Dalai clique,  regardless of the facts, casts aspersions on the Central Government's policy on Tibet, and advocates to implement  "one country two systems" and "a high degree of autonomy" in Tibet by copying the model of Hong Kong and Macao. Such kind of views is completely groundless and will not find any support from the Tibetan people.

 

     China has received the representatives of Dalai to come back  to  visit  their relatives. Does it indicate that the Central government's policy toward Dalai becomes more flexible? What is the Central Government's position of on the dialogue with Dalai?

      "All patriots belong to one big family, whether they rally to the common cause early or late" is an insistent policy of the Chinese Government to the overseas Tibetan compatriots. Since 1979, relevant departments of the Central Government have received more than 20 groups of overseas Tibetan compatriots who have close relations with Dalai, including most of his lineal relatives. Since 2002, the relevant departments of the Central Government have approved Gyari Lhodoe and some other Tibetan compatriots to pay private visits to China. They visited their hometowns and many other places in China and met their families and friends. They think that the motherland has developed fast, people's living has been remarkably improved and ethnic minorities officials are capable and holding real power. They have improved their understanding of the historical relations between Tibetan local authority and Central Government and the Regional Ethnic Autonomy policy of China.

       The Central Government contacts Dalai with great sincerity and patience based on the consideration of maintaining the unification of  motherland and solidarity of ethnic groups. We hope that Dalai and those close to him could make right judgments on the situation of the motherland and her future development, truly abandon the proposition of "Tibet independence" and do something beneficial to the country and the people.

 

     How is the recent situation of  the Panchen Lama  chosen  by Dalai? Will neutral personnel be allowed to visit  him? It is reported that Dalai will select his successor during his lifetime. Will the Central Government approve his choice?

      Dalai, regardless of  the set historical precedence, undermined the traditional Tibetan Buddhist rituals, and declared the so-called soul boy of Panchen Lama without permission, which is illegal and invalid. Genhun Choekyi Nyima is only an ordinary Tibetan child, living a normal, happy life and receiving good education. To respect the wishes of his family, we would not arrange him to meet with the public so as to avoid disturbing the normal life of himself and his family.

     With regard to the reincarnation system of the Dalai Lama and Panchen Lama and other Grand Living Buddhas, it has become a set of comparatively complete system and procedure. It should be in accordance with the set historical precedence and the traditional Tibetan Buddhist rituals to find the soul boy candidates, and then draw a lot among three soul boy candidates from the golden urn, and finally be approved by the Central Government and be reported. Any practices against the above-mentioned procedure are invalid.

 

     What is your comment on Dalai's frequent visits to some countries ?

     Dalai is not an ordinary religious figure but the biggest serf owner trampling human rights before the liberation of Tibet. He is also a political exile who has long been engaged in activities aimed at splitting China and undermining national solidarity in the name of religion. The Chinese government has been firmly opposed to the activities of anti-China and splitting-China by Dalai and his followers in any country and in any name, and also opposed to the government of any country to provide venues and facilities for their splitting-China activities

 

      Why does China put restrictions on foreign visitors to Tibet? Is it for fear that the outside world will know the truth of Tibet and then criticize the government of China?

       Opening-up policy is implemented in Tibet Autonomous Region, and an opening Tibet welcomes guests around the world. In reality, foreign tourists, businessmen and investors are steadily growing in recent years. Seeing is believing. We welcome more and more foreign friends come to Tibet and get to know the truth themselves.
